OP14 Pre-Release Guide: Everything You Need to Win

We made this video to be the only OP14 pre-release guide you will need if you want to give yourself the best chance of winning your event. In this post, we have written it out clearly so you can refer back to it before and during your OP14 pre-release.

How OP14 Pre-Release Works

Before getting into deck building and card choices, here is a quick reminder of how a One Piece Card Game pre-release works.

Pre-Release Basics

  • Each player receives six booster packs
  • You have around 30 minutes to build a deck
  • Decks must contain exactly 40 cards
  • You may only use cards pulled from your packs
  • Leaders are not included in packs

Bringing a Leader

You should always bring the leader you intend to play.

If you are attending a Rainbow Luffy pre-release, leaders are usually provided, but we still recommend bringing your own just in case:

  • The store does not provide them
  • There are not enough for everyone

What Makes a Good Pre-Release Deck?

Pre-release formats are very different from constructed play. Power cards matter, but consistency and survival matter more.

Focus on Control

In pre-release, control is king. By controlling the board, you:

  • Keep your characters alive
  • Remove opposing threats
  • Eventually create a safe opening to go for game

2K Counters and Counter Events

These are some of the most important cards in the format.

  • They keep your characters alive
  • They protect your life
  • They allow you to maintain board presence

The more 2K counters and counter events you have, the easier it is to stay ahead.

Blockers

Blockers are extremely valuable, especially when:

  • You do not have many counters in hand
  • You need to protect life while stabilising

Vanilla Statline Characters

Characters with strong power-to-cost ratios are some of the best cards in pre-release.

  • A 5 cost 7000 power character forces multiple cards to deal with
  • They are excellent at both attacking life and clearing characters

Card Draw and Filtering

Card draw helps you:

  • Find your strongest cards
  • Reach your win conditions
  • Maintain a healthy hand size

Win Conditions

You still need a way to actually end the game.
Strong win condition cards dramatically improve your results at pre-release.

Best Leaders to Bring to an OP14 Pre-Release

Choosing the right leader matters a lot in OP14 because many cards are leader or archetype specific.

Rainbow Luffy

Rainbow Luffy is one of the best choices for OP14.

  • Many cards are leader-specific or Seven Warlords specific
  • Rainbow Luffy lets you use all of them
  • Excellent flexibility in sealed play

Nami

Nami is very strong in a format with limited 2K counters.

  • Turns any card into a 2K counter for the turn
  • Helps cycle dead cards
  • Draws a card when taking life, keeping your hand healthy

Bonnie

Bonnie is excellent defensively.

  • When your opponent attacks, you can rest one of their characters
  • This effect is very strong for slowing the game down
  • Ideal if you want to play control

Yamato

Yamato is always powerful.

  • Double attack on a leader is strong
  • Activate main once per turn lets you attach rested DON!! efficiently
  • Helps maximise value from your DON!!

Sanji

Sanji is one of the strongest leaders you can bring.

  • Gives rush to characters with cost 8 or less
  • Enables aggressive pressure while still allowing board control
  • Very flexible playstyle

Zoro

Zoro is better this pre-release than the last.

  • Works well with Mihawk resting effects
  • Aggressive leader with strong pressure
  • Can swing into characters efficiently

Ace

Ace functions similarly to Nami.

  • Can turn a card into a 2K counter
  • Draws cards when characters are KO’d or when you take life
  • Excellent for maintaining hand size

Leaders to Avoid

We strongly recommend not playing OP14-specific leaders in sealed.

  • Many of them rely too heavily on constructed synergies
  • They are not consistent enough in pre-release

2K Counters in OP14

There are very few 2K counters in this set, so you need to value them highly.

The Best 2K Counters

  • Bottle Lameo
  • Hyouzou
  • Shakuyaku

Why They Matter

  • Shakuyaku draws two and trashes two when your opponent has three or less life
  • Hyouzou rests a cost 4 or less character when rested on your turn
  • Bottle Lameo can gain blocker

Many other 2Ks are either vanilla or extremely leader-specific.

Counter Events Worth Playing

Counter events are limited in OP14, which makes good ones even more important.

Strong Counter Events

  • Bullet String
  • Pentachromatic String
  • Ocean Current Shoulder Throw
  • Crescent Cutlass
  • Brick Bat
  • Ever White
  • Strive to Surpass Me, Roronoa Zoro
  • I Will Frighten You

Some highlights:

  • Bullet String gives 2K for the battle and remains active for the turn
  • Pentachromatic String gives 4K and ramps DON!!
  • I Will Frighten You can completely stop an opponent’s attack for one cost

Powerful Blockers in OP14

Green Nami

One of the strongest cards in the set.

  • Rests two opposing characters with cost 8 or less
  • Can easily enable game-winning pushes
  • The DON!! refresh is a bonus but not the main reason you play it

Shirahoshi

  • Blocker
  • Draws a card on play
  • Simple and extremely effective

Best Vanilla Statline Characters

These cards win games by sheer efficiency.

Top Vanilla Picks

  • Jinbe
  • Ryuma
  • Galina
  • X Drake
  • Shanks

Standout Cards

  • Ryuma draws two and trashes two, which is incredible value
  • X Drake reduces power and protects itself from effects
  • Shanks is arguably the best card in the set with both offensive and defensive effects

Card Draw and Filtering Options

Card draw helps you find your best plays and avoid stalling out.

Best Card Draw Cards

  • Jinbe
  • Fisher Tiger
  • Please Take Me With You
  • Shakuyaku
  • Shirahoshi

Fisher Tiger is especially strong in Rainbow Luffy, drawing three cards if you manage your hand size correctly.

Win Conditions and Power Plays

These are the cards that often decide games outright.

Top Win Condition Cards

  • Shanks
  • Perona
  • Donquixote Doflamingo
  • Boa Hancock (9 cost)
  • Mihawk
  • Crocodile
  • Trafalgar Law
  • Roronoa Zoro

Crocodile Deserves a Special Mention

If you open Crocodile:

  • You control the board
  • You generate value
  • You are very likely to win your pre-release

Final Pre-Release Tips

Play Efficiently

  • Always try to swing 2K above what you are attacking
  • Force counters out of your opponent’s hand
  • Make every attack matter

Prioritise Control

  • Control is the strongest strategy in pre-release
  • Keep your board healthy
  • Deny your opponent safe attacks

Even if OP14 is not the most exciting pre-release format:
